Event: Earthquake Strikes

On turn start, there is a 5% chance to trigger an event that forces you to deal with a dilemma. With an initial delay of 5 turns before the first possible occurrence. There is 25 turn cooldown betweens events, and the event can occur up to 5 times per campaign.
